On the organization of work related to the lists of citizens eligible to 

participate in the republican referendum scheduled for 6 October 2024

In accordance with subparagraph 1) of paragraph 1 of Article 21, Article 25 of the Constitutional Law of the Republic of Kazakhstan “On Republican Referendum” and Articles 24, 25, 26, 26-1 of the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” the Central Referendum Commission RESOLVES THAT:

Local executive bodies shall:

1) ensure the formation of lists of citizens who have the right to participate in the republican referendum in accordance with the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”, the resolution of the Central Election Commission of the Republic of Kazakhstan dated 23 August 2018 № 11/197 “On approval of the Rules for the formation of voters’ lists, as well as their representation in election commissions”;

2) in order to ensure the completeness and reliability of the lists of citizens who have the right to participate in the republican referendum, develop and organize the operation of information services (call centers, digital services, Internet resources) to verify the inclusion in the lists of citizens who have the right to participate in the republican referendum, conduct broad coverage of information to citizens about the work of these services;

3) ensure that the lists of citizens, who have the rights to participate in the republican referendum are submitted, for each referendum precinct twenty days before the start of voting to the relevant commissions in the prescribed manner.

2. Territorial referendum commissions shall:

1) ensure control over the timeliness of the provision by local executive bodies of the lists of citizens entitled to participate in the republican referendum;

2) within two days from the date of receipt from local executive bodies of lists of citizens who have the right to participate in the republican referendum, submit them electronically to the Central Referendum Commission;

3) ensure control over the timeliness of submission by precinct referendum commissions of lists of citizens who have the right to participate in the republican referendum for review in the prescribed manner.

3. Precinct referendum commissions shall:

1) fifteen days before voting day, provide lists of citizens who have the right to participate in the republican referendum for review at the premises of the relevant precinct referendum commissions;

2) requests for inclusion in the lists of citizens who have the right to participate in the republican referendum, exclusion from the list or corrections in the lists of citizens shall be considered on the day the application is received by the referendum commission;

3) in case of making changes to the list of citizens who have the right to participate in the republican referendum, immediately inform the higher referendum commission about it.

4. This resolution shall be posted on the Internet resource of the Central Referendum Commission and sent for execution to the akims of regions, cities of republican significance, the capital, territorial referendum commissions.

5. This Resolution shall enter into force from the date of its signature.
