JOINT RESOLUTION AND ORDER

On the implementation of an online service for checking information 

on the place of registration of citizens on the portal of “electronic government on 

the Republican referendum scheduled for 6 October 2024

In accordance with the Constitutional Law “On the Republican Referendum” and Articles 24, 25 and 26 of the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” The Central Referendum Commission of the Republic of Kazakhstan RESOLVES and the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan ORDERS:

1. To approve the algorithm of implementation of the online service for verification of information in the place of registration of citizens on the portal of “electronic government” for the Republican Referendum scheduled for 6 October 2024 (hereinafter - Online Service), according to the Annex to this Joint Resolution and Order.

2. Local executive bodies of regions, cities of Astana, Almaty, Shymkent jointly with the relevant territorial referendum commissions of the regions shall determine the polling stations where the Online Service will operate.

3. Territorial referendum commissions of regions, cities of Astana, Almaty, Shymkent to determine two members of precinct referendum commissions (they must have a valid electronic digital signature, mobile phone registered in the database of mobile citizens, to provide consent to the collection and processing of their personal data) in order to get access to the Online Service, on the date until 18 September 2024 to submit the relevant information to the Central Referendum Commission of the Republic of Kazakhstan.

4. The Central Referendum Commission of the Republic of Kazakhstan on the date until 20 September 2024 should transfer to the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan the information specified in paragraphs 2 and 3 of this Joint Resolution and Order.

5. Local executive bodies of regions, cities of Astana, Almaty, Shymkent shall provide precinct commissions with the appropriate working place for the work of online service (a set of computer equipment with a printer, high-speed Internet).

6. The Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan together with the joint-stock company “National Information Technologies” (by consent) to take all necessary measures to implement the Online Service.

7. Members of precinct referendum commissions should ensure that they obtain consent for collection, processing and storage of personal data of citizens according to the Law of the Republic of Kazakhstan “On Personal Data and Their Protection”.

8. Control over execution of the present Joint Resolution and Order shall be entrusted to the Deputy Chairman of the Central Referendum Commission of the Republic of Kazakhstan and overseeing Vice-Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.

9. The present Joint Resolution and Order shall come into effect from the day of signing.
