The Chairman of the Central Election Commission of the Republic of Kazakhstan Nurlan Abdirov visited Hungary as head of the Kazakh delegation to conduct international observation of the parliamentary elections. He was accompanied in the observation mission by Deputy Chairman Mukhtar Yerman.
As part of the working visit, the Head of the Central Election Commission held a bilateral meeting with Attila Nagy, President of the National Election Office of Hungary, and Robert Sasvari, President of the National Election Commission. During the meeting, the parties discussed the specific features of the national electoral systems of the two countries, as well as prospects for further bilateral cooperation.
Nurlan Abdirov provided his foreign colleagues with comprehensive information on the results of the republican referendum and the basic principles of the new Constitution, and invited them to take part in the upcoming elections of deputies to the Kurultai as international observers.
Bilateral cooperation between the election bodies of Kazakhstan and Hungary is carried out in accordance with the Memorandum of Understanding signed on 14 June 2024.
The Chairman of the Central Election Commission also held bilateral meetings with Donald Palmer, Vice Chair of the U.S. Election Assistance Commission, as well as with heads and representatives of the central election bodies of Croatia, Latvia, Lithuania, Estonia, Türkiye and India. He invited them to take part in international observation of the upcoming parliamentary elections in Kazakhstan.
The CEC delegation learned about a number of important Hungarian projects in the field of state information policy. In particular, representatives of the national authorities responsible for data protection and freedom of information, as well as media and information communications, presented their experience in this area, including communication management during election campaigns and information exchange.
The National Election Commission of Hungary delivered a presentation for foreign observers, during which the procedure for organizing voting was explained in detail.
As part of the international observation programme, the CEC delegation visited polling station No. 020 in Budapest, where it familiarized itself with the final stage of preparations for the elections.
On 12 April, election day, the CEC delegation visited several polling stations in Budapest, where it observed the voting process, the work of precinct election commissions, and the level of voter participation. The delegation also observed the closing of polling stations and the vote-counting process.
For reference: The elections to the new convocation of the National Assembly - the Parliament of Hungary - were held on 12 April 2026. It consists of 199 members.
Hungary uses a mixed electoral system, with elections held in single-member constituencies and through national lists.
One of the specific features of Hungary’s electoral system is that voting is conducted using paper ballots, while electronic voting is not used.
The turnout in these elections was 79.56% of Hungary’s population, indicating a high level of voter participation.
