Members of Young Voters Clubs from all regions of Kazakhstan gathered in Kyzylorda for the first time
On 23 April of this year, within the framework of the Republican Forum “Youth and Elections”, the Chairman of the Central Election Commission Nurlan Abdirov and students of Korkyt Ata Kyzylorda University discussed current issues related to the electoral process in the format of an open discussion.
The event was attended by more than 400 young voters. It was also attended by members of the Central Election Commission, members of Young Voters Clubs from all regions of the country, chairpersons of territorial election commissions of the regions and the cities of Astana, Almaty and Shymkent, as well as members of election commissions of Kyzylorda Region.
In his remarks, Nurlan Abdirov highlighted the key elements of organizing the electoral process, spoke about the work of the country’s election bodies, dialogue platforms under the CEC, and international cooperation. Special attention was paid to the development of electoral culture among young people.
Particular emphasis was placed on the results of the republican referendum and the main provisions of the new Constitution of the Republic of Kazakhstan. The meeting also addressed the role of Young Voters Clubs and territorial election commissions in information and outreach work among young voters.
The meeting continued with a question-and-answer session. Participants were interested in international practices in organizing elections, issues related to the digitalization of the electoral process, and the training of election commission members.
In particular, Zhubanysh Nurtileu, a student of Korkyt Ata Kyzylorda University, asked about the experience of the United States and Korea in organizing elections. Students of the same university also raised questions: Aiganym Kaliyeva asked about voting, Makhanbet Pirmaganbetov about engagement with young voters, and Ramazan Kudaibergenov about international experience of electoral courts in resolving electoral disputes.
In turn, Asylai Konysova, a member of the Young Voters Club from Karaganda Region, asked a question about the digitalization of the electoral process. Elmira Turgaliyeva from West Kazakhstan Region proposed expanding youth participation in election commissions at all levels, while Lias Meirkhan from the same region suggested using volunteer activities in the electoral process.
In addition, participants of the meeting took part in an online survey on current issues of the electoral agenda, including the recommendations of the OSCE/ODIHR.
The main survey results were as follows:
83.7% of respondents support the requirement for presidential candidates to have experience in public service;
47.2% prefer traditional voting using paper ballots;
28.6% believe that citizens declared legally incapacitated by a court should not participate in voting;
29.8% support restrictions on the electoral rights of convicted persons;
72.4% receive information about elections through social media.
As part of the event, a Memorandum of cooperation was signed between Nauryzbai Baikadamov, Rector of Korkyt Ata Kyzylorda University, and Adilbek Yersultanov, Chairman of the Territorial Election Commission of Kyzylorda Region.
The Head of the Central Election Commission Nurlan Abdirov also visited the Young Voters Club room opened at Korkyt Ata Kyzylorda University.
According to representatives of the university, in this specialized classroom students study the course “Electoral Law” and take part in guest lectures and practical meetings with representatives of election commissions.
Active participants of the meeting were presented with copies of publications on electoral topics prepared at the initiative of the Central Election Commission of the Republic of Kazakhstan. Copies of these publications were also donated to the university library collection.
On the same day, forum participants familiarized themselves with the renovated building that provides conditions for the full-scale work of the territorial election commissions of Kyzylorda Region and the city of Kyzylorda.
An exhibition of projects by future voters was also held there, featuring models of voting in school presidential elections, as well as works on electoral themes created using 3D graphics and decorative and applied arts.
In addition, the Daryn AI online assistant was presented - a service integrated into the application for finding polling stations. It provides answers to voters’ main questions in both text and audio formats. Online services used during the republican referendum were also demonstrated.
On the same day, a republican field seminar titled “Current Issues of Electoral Campaigns: Analysis of Practice and Programme Objectives” was held. During the seminar, key aspects of electoral campaigns were discussed, practical case reviews were conducted, and participants involved in the conduct of the republican referendum were awarded.
