CENTRAL ELECTION COMMISSION REGISTERS THE PARTY

 LIST OF THE RESPUBLICA PARTY

The third meeting of the Central Election Commission of the Republic of Kazakhstan, held as part of the election campaign for the election of deputies of the Kurultai of the Republic of Kazakhstan scheduled for 23 August 2026, took place today in Astana.

The meeting was attended by the leadership of the Public Association ‘Respublica’ Party, international observers from the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), representatives of the Prosecutor General’s Office, the Ministries of Finance, Internal Affairs and Justice, as well as media representatives. In addition, the chairpersons and members of the territorial election commissions of the capital, the regions and the cities of national significance joined the meeting via videoconference.

In accordance with the agenda, the Commission considered the registration of the party list submitted by the Public Association ‘Respublica Party’ for the election of deputies of the Kurultai of the Republic of Kazakhstan scheduled for 23 August 2026.

Chairman of the Central Election Commission Nurlan Abdirov recalled that seven political parties had previously submitted the required documents to the CEC. In response to a request from the Central Election Commission, the authorized state bodies verified whether the individuals included in the party list complied with the requirements of the Constitution and the Constitutional Law on Elections.

“On 7 July of this year, the ‘Respublica’ Party submitted its party list to the Central Election Commission to participate in the election of deputies of the Kurultai. In accordance with the legislation, the CEC carried out all the necessary procedures. The registration of political parties’ party lists also falls within the competence of the CEC,” Nurlan Abdirov noted.

In his report, CEC Secretary Shavkhat Utemissov recalled that the party had previously submitted a list comprising 76 individuals to the Central Election Commission. Subsequently, however, the CEC received an application from candidate Saniya Temirgaliyeva requesting her voluntary removal from the party list.

“The application was received on 11 July 2026. In accordance with paragraph 1 of Article 90 of the Constitutional Law on Elections, the Central Election Commission, within the scope of its competence, prepared the relevant draft resolution on the removal of Saniya Temirgaliyeva from the party list of the Public Association ‘Respublica Party’. Accordingly, the party list now comprises 75 individuals. Thirty-eight candidates are women, young people and persons with disabilities, accounting for 50.7 per cent of the list. The statutory quota has been maintained. All individuals included in the party list comply with the requirements of the Constitution and the Constitutional Law on Elections,” Shavkhat Utemissov noted.

The CEC Secretary also noted that, given the 8.59 per cent of the vote secured by the party in the elections to the eighth convocation of the Mazhilis of the Parliament of the Republic of Kazakhstan, the ‘Respublica’ Party is exempt from paying the electoral deposit.

At the conclusion of the meeting, the members of the Central Election Commission adopted the relevant resolutions, including a resolution on the registration of the party list of the Public Association ‘Respublica Party’ for the election of deputies of the Kurultai of the Republic of Kazakhstan. Representatives of the political party also answered journalists’ questions during a media briefing.
