DEMOCRATIC PARTY OF KAZAKHSTAN "AK ZHOL"

Today, under the chairmanship of Nurlan Abdirov, the Central Election Commission of the Republic of Kazakhstan held its fifth meeting in Astana as part of the election campaign for the election of deputies of the Kurultai of the Republic of Kazakhstan.

The meeting was attended by the leadership of the Public Association “Democratic Party of Kazakhstan ‘Ak Zhol’”, international observers from the OSCE ODIHR, representatives of the Prosecutor General’s Office, the Ministries of Foreign Affairs, Finance, Internal Affairs, and Justice, as well as representatives of the media. In addition, chairpersons and members of territorial election commissions from the capital, the regions, and the cities of republican significance participated via videoconference.

In accordance with the agenda, the Commission considered the accreditation of observers from foreign states and international organizations, as well as the registration of the party list submitted by the Public Association “Democratic Party of Kazakhstan ‘Ak Zhol’” for the election of deputies of the Kurultai of the Republic of Kazakhstan, scheduled for August 23, 2026.

Opening the meeting, CEC Chairman Nurlan Abdirov reminded participants that the accreditation of observers from foreign states and international organizations is ongoing.

"As part of the election campaign, the accreditation of observers from foreign states and international organizations continues upon the submission of the Ministry of Foreign Affairs. In accordance with the Election Calendar, this procedure will be completed at 6:00 p.m. on August 17," - Nurlan Abdirov noted.

Deputy Chairman of the Central Election Commission Mukhtar Yerman recalled that since the launch of international election observation for the elections of deputies of the Kurultai on July 1, 2026, the Central Election Commission has accredited 60 observers representing four foreign states and three international organizations.

"As of July 17, 2026, the Ministry of Foreign Affairs has submitted to the Central Election Commission the nominations of 16 observers from four foreign states and three international organizations for accreditation. These include one nominee from the OSCE Parliamentary Assembly, six nominees from the CSTO Parliamentary Assembly, including the Assembly's Executive Secretary, one observer from the OSCE/ODIHR Election Observation Mission, two nominees from Georgia, including the Chairman of the Central Election Commission of Georgia, two nominees from the Islamic Republic of Iran, including the Ambassador of Iran to Kazakhstan, two nominees from the Kingdom of Sweden, including the Ambassador of Sweden to Kazakhstan, and two observers from the Kyrgyz Republic," - Mukhtar Yerman informed the meeting.

He also noted that the list of accredited observers would continue to be updated as additional nominations are received. Following consideration of the matter, the members of the Central Election Commission adopted a resolution accrediting observers from foreign states and international organizations.

Presenting the second agenda item, CEC member Lyazzat Suyindik recalled that a candidate for deputy of the Kurultai must comply with the requirements established by the Constitution and the Constitutional Law on Elections. In particular, a candidate must be a citizen of the Republic of Kazakhstan, have permanently resided in the country for the past ten years, and be at least 25 years of age. At the same time, persons declared legally incapacitated by a court, persons with an unexpunged or outstanding criminal conviction, and persons found guilty by a court of a corruption-related criminal offense or corruption-related administrative offense are not eligible to be elected.

"The Democratic Party of Kazakhstan 'Ak Zhol' submitted to the Central Election Commission a party list consisting of 63 candidates. In accordance with requests sent by the Central Election Commission to the authorized state bodies, verification was conducted to ensure that all individuals included in the party list comply with the requirements of the Constitution and the Constitutional Law on Elections. The party list includes 22 candidates who are women, young people, or persons with disabilities, representing 34.9 percent of the total list. The quota established by law has therefore been met. All candidates included in the party list comply with the requirements of the Constitution and the Constitutional Law on Elections," - Lyazzat Suyindik emphasized.

It was also noted that, under Article 88(2) of the Constitutional Law on Elections, political parties that received five percent or more of the votes cast in the previous elections to the country's highest representative body are exempt from paying the election deposit during the current election campaign. In this regard, the CEC member recalled that the Democratic Party of Kazakhstan "Ak Zhol" received 8.41 percent of the vote in the elections to the eighth convocation of the Mazhilis of the Parliament of the Republic of Kazakhstan.

At the conclusion of the meeting, the members of the Central Election Commission signed the relevant protocols and adopted a resolution registering the party list of the Democratic Party of Kazakhstan "Ak Zhol" for the election of deputies of the Kurultai of the Republic of Kazakhstan scheduled for August 23, 2026. The registered candidates were issued their official certificates.
