PREPARATIONS FOR THE ELECTIONS OF MASLIKHAT
DEPUTIES: TWO NATIONWIDE ONLINE SEMINARS HELD FOR
MEMBERS OF ELECTION COMMISSIONS
From 14 to 16 October 2026, the Central Election Commission of the Republic of Kazakhstan conducted two nationwide online seminars on the organization and conduct of the early elections of maslikhat deputies scheduled for 29 November 2026.
The seminars were attended by 320 members of territorial election commissions and more than 3,000 members of district election commissions from across the country. The training aimed to enhance the preparedness of election commission members for the upcoming elections of maslikhat deputies, strengthen their practical competencies in carrying out their assigned responsibilities, and ensure coordinated actions in organizing the election campaign.
As part of the training, members of the Central Election Commission of the Republic of Kazakhstan and its staff delivered thematic lectures and conducted practical sessions covering key aspects of the election campaign. Participants examined the legal and organizational framework for conducting elections, the powers and responsibilities of election commissions, candidate nomination and registration procedures, election financing, informing voters and other participants in the electoral process, election campaigning, and the organization of election observation.
During the practical sessions, participants analyzed specific situations involving the application of electoral procedures and completed case-based exercises drawn from previous election campaigns. The seminar program also included a training session on developing professional communication skills in the context of stress management. The session was conducted by Shirin Orazbayeva, a guest lecturer from the Academy of Public Administration under the President of the Republic of Kazakhstan.
During the seminar, participants had the opportunity to raise questions of interest and receive detailed clarifications. Particular attention was paid to the activities of district election commissions, their role and responsibilities in organizing the relevant stages of the electoral process.
Going forward, participants of the nationwide online seminar will provide training to their colleagues in their respective regions using a cascade training approach and applying the competencies acquired during the seminar.
