On 2 October 2014 the Central Election Commission at its session has determined the results of election of deputies of the Senate of Parliament of the Republic of Kazakhstan, held on 1 October 2014.
According to the Constitution of the country and Constitutional Act on Elections 16 deputies have been elected to the Senate of Parliament, on from each oblast, cities of Astana and Almaty.
As the CEC Head noted at the press-conference held after the CEC session: «The Government of the Republic of Kazakhstan and local executive bodies have timely implemented the order of the Head of State on organizational, financial and logistical support to ensure the conduct of election. All organizational events were held by territorial election commissions in compliance with the Schedule adopted by the CEC and with observance of all procedure, established by the election legislation».
In total during election campaign 88 candidates have been nominated.
The names of 39 candidates were listed in the ballot-papers.
Voter turnout in the Republic in general was 98.7 %, and in Mangistau oblast and in the city of Astana it reached 100%. In six regions the voter turnout exceeded 99 %.
Of 3,279 electors, enrolled in registers, 3,236 or 98.69% took part in election.
12 ballot-papers were found as null and void.
The following results of election of deputies of the Senate of Parliament of the Republic of Kazakhstan have been established:
• in Akmola oblast for Akimov Rashit Kairzhanuly casted 250 (92.9 %), for Zhunusov Bolat Gabbasuly casted 19 (7.1%) voices of electors, who took part in voting;
• in Aktobe oblast for Sagiyev Aybek Iglikuly casted 19 (9.5 %), for Tagimov Marat Murzagaliuly casted 181 (90.5 %) voices of electors, who took part in voting;
• in Almaty oblast for Musakhanov Anzar Tursunkululy casted 285 (88.8 %), for Temibayev Alik Yedresuly casted 36 (11.2 %) voices of electors, who took part in voting;
• in Atyrau oblast for Yensegenov Sarsenbay Kurmanuly casted 114 (87.0 %), for Sarsemaliyev Gulman Amirzhanuly casted 8 (6.1 %), for Temirov Kambar Andirzhanuly casted 9 (6.9 %), voices of electors, who took part in voting;
• in East-Kazakhstan oblast for Kutovoy Victor Alexandrovich casted 45 (14.7 %), for Plotnikov Sergey Victorovich casted 262 (85.3 %) voices of electors, who took part in voting;
• in Zhambyl oblast for Duisembayev Makhambet Akhmetuly casted 10 (5.0 %), for Zholdasbayev Muratbay Smatayuly casted 179 (89.5 %), for Novoselov Vladimir Borishovich casted 11 (5.5 %) voices of electors, who took part in voting;
• in West-Kazakhstan oblast for Mukayev Yerbulat Rakhmetuly casted 181 (94.8 %), for Sakkozov Asylbek Gumaruly casted 10 (5.2 %) voices of electors, who took part in voting;
• in Karagandy oblast for Yershov Sergey Mikhaylovich casted 269 (94.1 %), for Raspopov Nikolai Ivanovich casted 17 (5.9 %) voices of electors, who took part in voting;
• in Kostanay oblast for Begisbayev Temirkhan Serikboluly casted 26 (9.0 %), for Bekturganov Serik Chingisuly casted 240 (82.8 %), for Zharkenov Askar Karimbayuly casted 24 (8.2 %) voices of electors, who took part in voting;
• in Kyzylorda oblast for Yelamanov Bekmyrza Kayipuly casted 120 (82.8 %), for Orazbekuly Ashim casted 13 (9.0 %), for Umirzakov Serikbay Ydyrysuly casted 12 (8.2 %) voices of electors, who took part in voting;
• in Mangistau oblast for Abugaliyev Kadyrbek Uteuliuly casted 14 (12.5 %), for Bortnik Mikhail Mikhailovich casted 98 (87.5 %) voices of electors, who took part in voting;
• in Pavlodar oblast for Zhaparbekov Aytkazy Nurgazyuly casted 15 (7.4 %), for Kubenov Manap Sharapidenuly casted 164 (80.8 %), for Nurmagambetov Kayrat Kairzhanuly casted 24 (11.8 %) voices of electors, who took part in voting;
• in North-Kazakhstan oblast for Otradnykh Vladimir Vasilyevich casted 33 (16.2 %), for Perepechina Olga Valentinovna casted 171 (83.8 %) voices of electors, who took part in voting;
• in South-Kazakhstan oblast for Bektayev Ali Adbikarimuly casted 238 (77.8 %), for Usenov Daniyar Kozabayuly casted 68 (22.2 %) voices of electors, who took part in voting;
• in the city of Astana for Zhaksybekov Serik Ryskeldyuly casted 23 (92.0 %), for Karatayev Beysembek Shuktayuly casted 0 (0 %), for Smorodin Alexander Victororich casted 2 (8.0 %);
• in the city of Almaty for Baymukhambetov Kuandyk Sergeyuly casted 2 (5.9 %), for Madibraimov Kaldybay Makhatayuly casted 2 (5.9 %), for Mukashev Tuleubek Tuleuuly casted 30 (88.2 %) voices of electors, who took part in voting.
Based on protocols of oblasts, cities of Astana and Almaty election commissions on the results of vote count the Central Election Commission of the Republic of Kazakhstan established that on 1 October 2014 the following deputies of the Senate of Parliament of the Republic of Kazakhstan have been elected:
• from Akmola oblast - Akimov Rashit Kairzhanuly;
• from Aktobe oblast - Tagimov Marat Murzagaliuly;
• from Almaty oblast – Musakhanov Anzar Tursunkululy;
• from Atyrau oblast – Yensegenov Sarsenbay Kurmanuly;

• from North-Kazakhstan oblast – Perepechina Olga Valentinovna;
• from South-Kazakhstan oblast – Bektayev Ali Adbikarimuly;
• from the city of Astana – Zhaksybekov Serik Ryskeldyuly;
• from the city of Almaty – Mukashev Tuleubek Tuleuuly.
The average age of elector Senate deputies is 56 years.
Among them there are 7 engineers, 4 agricultural workers, 2 economists, 2 teachers and 1 lawyer.
By occupation there are 4 acting deputies of the Senate of Parliament; 9 employees of state bodies, organizations, enterprises and institutions; 2 businessmen.
Directly the process of voting and vote count has been monitored by 387 persons, including proxies of candidates, representatives of political parties, public associations and mass media of the Republic of Kazakhstan.
According to their preliminary assessments the electoral campaign was held in organized, open and democratic manner. All stakeholders of the electoral campaign acted within the legal framework and in compliance with procedures, established by the election legislation.
In accordance with results of monitoring of 48 republican and 150 regional print media, 16 republican and 30 regional TV channels as well as 7 news agencies and 108 the most popular socio-political web-sites, from 1 August till 1 October 2014 more than 1000 materials devoted to election campaign have been issued, including 295 in electronic media, 156 in print media and more than 550 on the Internet.
Throughout the election campaign 5 appeals have been filed to the CEC. Basically they contained the requests for clarification of the practice of application of some norms of the electoral legislation.
Oblasts, cities of Astana and Almaty territorial election commissions filed 3 appeals. One of applicants challenged the decision of the territorial election commission on recognizing him as ineligible to the requirements, stipulated by the Constitution to candidates to the Senate deputies. This appeal was considered in the court. Decision of the court dismissed the claims, which raised the applicant.
“A small number of appeals as well as absence of complaints on violations of electoral legislation, especially those related to the use of so called «dirty» political technologies and «black» PR, in our opinion, demonstrate the increased level of political and legal culture of the electoral process stakeholder.
All the more important that we observe this tendency during last three electoral campaigns for the regular election of deputies of the Senate of Parliament”, – the CEC Head noted.
