According to the Schedule on preparation and conduct of election of the Senate deputies on
29 September at 12.00 pm the campaigning is to be finished.
As a part of campaigning according to the schedule of meetings between candidates to the Senate deputies and electors there were 266 such meetings from 11 till 29 September 2014 in all regions of Kazakhstan.
According to the results of monitoring of 48 republican and 150 regional print media, 16 republican and 30 regional TV channels as well as 7 news agencies and 108 most popular socio-political web-sites, from 1 August till 28 September 2014 the media have issued more than 900 materials devoted to election campaign.
Of them there were 256 broadcasts in electronic media, 150 publications in print media, and more than 495 materials in Internet.
On 30 September 2014 as well as on the day of election – 1 October – campaigning is prohibited.
Printed campaign materials, earlier posted outside the offices of election commissions and the polling stations, can be kept at their places.
Within five days prior to Election Day and on Election Day publication of voting results, forecasts of the election results and other surveys associated with elections in the mass media is prohibited.
At the moment 39 candidates to the Senate deputies are registered in the whole country.
Taking into account the fact that deregistration of candidates and re-registration of deregistered candidate two days before the day of election is not permitted and all candidates will take part in the forthcoming election.
Thus, out of the 53 registered at the time of expiration of the registration of candidates to the Senate deputies 14 candidates withdrew from the race after the completion of the registration period by their own request.
At present the printing of ballot-papers for the secret ballot with all the necessary degrees of protection is going on.
According to the law on elections not later than one day before election, the ballot-papers must be delivered to the corresponding territorial election commissions.
Voting at election of the Senate deputies will be held on 1 October 2014 at the joint session of electors.
Lists of electors shall be compiled by the corresponding territorial election commissions upon submission by the secretary of the corresponding maslikhat.
According to the requirements of the electoral legislation nowadays all lists of electors are published in the printed mass media.
The joint session of electors is considered as qualified if it was attended by more than 50 percent of the total number of maslikhat deputies, who represent all maslikhats of oblast.
Voting shall be declared as valid if more than 50 percent of electors, who are present at the joint session of electors, has casted votes.
Voting shall be organized and held by the corresponding territorial election commissions according to the requirements of electoral legislation.
A candidate shall be considered as elected Senate deputy if he/she received more than 50 percent of electors’ votes, who casted votes.
If in the first round of election none of candidates has received the required number of votes to win election, in case if more than two candidates took part in election, the second round of election shall be held on the same day, in which two candidates who received more votes in comparison with other candidates. Their family names shall be included in the ballot-paper for the re-run of vote.
In the second round of election a candidate, who received more votes of electors in comparison with other candidate, shall be considered as elected deputy.
Nowadays oblasts, cities of Astana and Almaty election commissions are finalizing the work to organize election and to equip the polling stations.
Proxies of candidates, representatives of political parties, public associations and mass media of the Republic of Kazakhstan as well as observers of foreign states and international organizations shall be provided with the opportunity for comprehensive and efficient monitoring of all electoral procedures.
Also on the day of election territorial election commissions shall organize efficient and operative handling of complaints on violation of electoral legislation and its timely removal.
As for the by-election of maslikhat deputies, which shall be held on 26 October in 48 constituencies, nowadays the nomination of candidates has been finished.
According to the data provided by the involved oblasts and city of Almaty election commission in total 152 candidates to maslikhat deputies have been nominated.
Registration of candidates will be finished on 1 October. At this moment 99 candidates to maslikhat deputies have been registered.
