According to the Schedule of main activities on preparation and conduct of the regular election of deputies of the Senate of Parliament of the Republic of Kazakhstan on 11 September candidates’ registration has been finished.
According to the CEC data among 88 nominated contenders to 16 mandates of deputies of the Senate of Parliament of the Republic of Kazakhstan the oblasts, cities of Astana and Almaty election commissions have registered 53 candidates. (For comparison in 2005 this number was 47, in 2008 – 50, and in 2011 – 52).
Four candidates to deputies of the Senate of Parliament have been registered in each of five regions; in the other eleven regions 3 contender in each oblast.
18 nominated candidates withdrew from the election race.
Due to failure to submit the required documents within the deadlines stipulated by the law 17 contenders have been refused in registration.
Among the registered candidates there are 2 women.
The average age of contenders is 53 years.
By specialty there are 21 engineers; 9 agricultural workers (agronomists, livestock specialists, veterinarians and others); 8 economists; 8 doctors; 4 teachers and 1 lawyer.
By occupation there are 4 Senate deputies of Parliament (11 acting senators were nominated in 2005; and 7 senators in each year of 2008 and 2011); 22 officials of state bodies, organizations, enterprises and institutions; 16 businessmen; 9 workers in the fields of science, culture, education and healthcare.
The campaign takes place in accordance with the electoral legislation.
During the past period the CEC received two appeals. One appeal required the clarification of election legislation norms, which regulate the procedure of nomination and registration of candidates to the Senate deputies.
The second appeal contained a complaint against action of one of registered candidates to the Senate deputy not related to the election campaign. Both appeals have been considered. The timely responses have been given to applicants.
Since 12 September all registered candidates to the Senate deputies will have opportunity to campaign, which according to the Schedule will finish at 12.00 p.m. on 29 September 2014.
Equal conditions for campaigning are guaranteed to all candidates.
In particular for the media campaigning, the equal amount of funds will be given to each candidate from the republican budget to cover the costs of 15-minute television presentation, a 10-minute radio spot, publication of two articles in the press of not more than 0.1 printing sheet.
The corresponding Resolution approving the expenditure limits for candidates has been adopted by the CEC on 5 August 2014.
In addition, the campaign of candidates in accordance with the law may be financed from election funds. Each candidate to the Senate deputy may create electoral fund of up to KZT 13,976,200.
For public campaign events by the request of election commissions, the local government bodies must provide candidates on a contractual basis and on equal terms with other candidates the premises for meetings with electors and citizens.
Also a candidate can campaign by production and distribution of printed, audiovisual and other campaign materials. In this case, all printed campaign materials must contain information about the organization that published these materials, the place of their printing and circulation, and persons who made the order as wells as source of funds paid.
Local executive bodies jointly with the corresponding election commissions must determine places for posting printed campaign materials for all candidates and equip them with stands, boards and advertisement columns.
In order to monitor the implementation of election law requirements during campaigning, the CEC, the election commissions of oblasts, cities of Astana and Almaty shall monitor media.
As for by-election of maslikhat deputies, which shall be held on 26 October in 48 electoral districts, according to information provided by the involved oblasts and city of Astana election commissions as on 12 September 28 candidates to maslikhat deputies have been nominated. Nomination will last till 25-26 September 2014.
