On 19 September 2014 the Central Election Commission has adopted the Resolution «On accreditation of observers of foreign states and international organizations at election of deputies of the Senate of Parliament of the Republic of Kazakhstan appointed on 1 October 2014».
According to this Resolution the CEC upon the presentation of the Ministry of Foreign Affairs of the Republic of Kazakhstan has accredited 103 observers from the CIS Election Observation Mission, 4 from the SCO Election Observation Mission as well as 22 observers from foreign countries.
In addition as on 1 September 2014 the Ministry of Foreign Affairs of the Republic of Kazakhstan has accredited 110 foreign media representatives from 17 states, which also will be able to participate in the election observation.
Accreditation of observers of foreign states and international organizations will be carried out by the CEC until 25 September 2014.
During the briefing, which was held after the CEC’ meeting, K. Turgankulov noted that the CEC is actively working to ensure openness and transparency of the electoral process.
«I think that the number of international observers, who will participate in the observation, is not limited to those, who have been accredited today. Interest in the election campaign is increased despite the fact that the election is indirect» - he said.
Also the CEC Head informed about the campaign process and preparation to the voting day.
In all regions the premises have been determined and the schedules for meetings of electors with candidates have been compiled. Practically every day there are more than 30 campaign events in the country.
In order to increase the effectiveness of their campaign 9 candidates have decided not to limit to the means, which have been allocated from the republican budget to their campaigning, but to create their own election funds.
According to media monitoring within the period from 1 August to 19 September 2014 more than 580 materials on the election campaign have been published in the Kazakh media. 102 of them were published in the electronic and 52 in print media as well as over 425 were posted in the Internet.
The campaign will finish on 29 September at 12:00 pm.
Voting as well as vote count and announcement of the results will be held on 1 October 2014 at the joint meeting of electors.
The location and time for holding the joint meetings of electors have been determined. In the most regions they will start at 10:00 am and 11:00 am (by local time).
The meeting of electors is considered as valid if it is attended by more than fifty percent of the total number of elected deputies representing all maslikhats of the oblast.
In total there are 213 maslikhats of different levels in the republic. Of 3335 mandates of maslikhats’ deputies 48 remain vacant at the moment.
Voting can be declared as valid if more than fifty percent of electors, who are present at the joint meeting of the electors, have voted.
The candidate shall be elected if he/she receives more than fifty percent of the electors’ votes, who casted their ballots.
The final results of the election shall be established by the CEC no later than on 7 October. The CEC’s communication on the election results shall be published in the mass media not later than on 10 October 2014.
«The principles of freedom and secrecy of the vote are fundamental and must be followed strictly» - emphasized K. Turgankulov.
As for by-election of maslikhat deputies, which shall be held on 26 October in 48 electoral districts, according to information provided by the involved oblasts and city of Astana election commissions as on 19 September 104 candidates to maslikhat deputies have been nominated. 9 of them have been registered.
