According to the CEC data as on 8 August 2014 79 candidates to deputies of the Senate of Parliament of the Republic of Kazakhstan have been nominated, including:
• in Akmola oblast – 6 persons;
• in Aktobe oblast – 6 persons;
• in Almaty oblast – 5 persons;
• in Atyrau oblast – 4 persons;
• in East-Kazakhstan oblast – 4 persons;
• in Zhambyl oblast – 5 persons;
• in West-Kazakhstan oblast – 4 persons;
• in Karagandy oblast – 6 persons;
• in Kostanay oblast – 4 persons;
• in Kyzylorda oblast – 5 persons;
• in Mangystau oblast – 5 persons;
• in Pavlodar oblast – 5 persons;
• in North-Kazakhstan oblast – 5 persons;
• in South-Kazakhstan oblast – 5 persons;
• in Astana city - 5 persons;
• in Almaty city – 5 persons.
14 persons have been nominated by maslikhats and 65 exercised their right to self-nomination.
Among nominated candidates there are 4 women.
Four of 79 contenders are the acting deputies of the Senate of Parliament of the Republic of Kazakhstan (in Atyrau, East-Kazakhstan, West-Kazakhstan and Mangistau oblasts).
The average age of candidates is 53 years. The youngest candidate is of 37 years and the oldest is of 66 years.
By specialty there are 29 engineers; 12 economists; 11 teachers; 11 agricultural workers (agronomists, livestock specialists, veterinarians and others); 10 doctors; 4 lawyers; and 2 of other specialties.
By occupation there are 4 Senate deputies; 33 officials of the state bodies, organizations, enterprises and institutions; 28 workers of commercial structures; 13 workers in the fields of science, culture, education and healthcare; and 1 of other occupation.
All nominated candidates are being checked on for the compliance with requirements of the Constitution and the legislation of the Republic of Kazakhstan.
In addition, to be registered as a candidate the contender is required to be supported by no less than ten percent of votes of the total number of all maslikhat deputies of the region. This support must be verified by collection of the corresponding number of signatures of maslikhat deputies. However each elector can put his/her signature in support of only one candidate. After registration of the Senate candidate the support signature can be revoked only by the court decision.
Signature sheets for collection of signatures of maslikhat deputies in their support are to be issued to all candidates, who have been checked for the compliance with requirements of the Constitution and the legislation of the Republic of Kazakhstan.
Collection of signatures in support to the Senate candidates shall be organized by proxies of candidates.
The filled in signature sheets shall be submitted to the territorial election commission.
The verification of collected signatures shall be carried out by election commission and employees of passport services within five days.
If as a result of signature verification it would be established that more than one percent of collected signatures are doubtful, a candidate to the Senate deputy can be refused to be registered.
Also each nominated candidate must make a contribution to the special account of the CEC as a deposit an election fee in amount of almost KZT 300,000.
In addition, before registration a candidate and his/her spouse are obliged to submit to the tax bodies at the place of his/her residence Declarations on income and property.
According the Schedule adopted by the CEC the nomination will come to an end on 31 August 2014.
Registration of candidates will be carried out by oblasts, cities of Astana and Almaty election commissions until 11 September 2014.
