On 5 August there was a session of the Central Election Commission of the Republic of Kazakhstan, at which it has established the standard costs for the candidates to deputies of the Senate of Parliament of the Republic of Kazakhstan to be covered from the means of the Republican budget.
According to the Constitutional Act «On elections in the Republic of Kazakhstan» election of the Senate deputies shall be financed from the Republican budget. In total in 2014 KZT 136 mln will be allocated to conduct the election.
KZT 395,000 will be allocated from the Republican budget to each candidate to the Senate deputy on campaigning and transport costs, including KZT 115,000 for the fifteen-minute speech with an electoral program on the TV; KZT 60,000 for the ten-minute speech on the radio; KZT 105,000 for the publication of two articles in the press in the volume of 0.1 printed sheet; KZT 20,000 for the rental of premises for meetings with electors; KZT 25,000 for the publication of printed campaign materials; and KZT 70 000 for the residents of oblasts and KZT 35,000 for the residents of the cities of Astana and Almaty to cover transport costs.
Calculations were made based on the prevailing rates on the services of media, printing offices and transport costs in the regions, where the campaigning will be held.
In addition, the Central Election Commission has taken a number of decisions relating to the activities of international observers at the election of deputies of the Senate of Parliament of the Republic of Kazakhstan, called on 1 October 2014.
In particular, it was settled that an observer of a foreign state, an international organization, a representative of a foreign media can be accompanied by an interpreter upon submission of an identity document, and the representatives of foreign media can observe election upon submission of the certificates on accreditation to be issued by the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Also the Central Election Commission has approved the text of the application form of an observer of a foreign state and an international organization and has determined that the accreditation of international observers at the election of the Senate deputies is to be finished on 25 September 2014.
According to the CEC as on evening of 4 August 72 candidates to the Senate deputies were nominated. All of them exercised the right to self-nomination. Among nominated candidates there were 4 women.
According to the Schedule, adopted by the CEC, the nomination shall come to an end on 31 August.
Registration of candidates shall be conducted by the oblasts, the cities of Astana and Almaty election commissions till 11 September.
