On 2 December 2011 a sitting of the Central Election Commission of the Republic of Kazakhstan was held.
The CEC has introduced additions and changes to the Resolution adopted in 1999 “On equipping a polling station” in order to regulate more clearly procedures for equipping polling stations before the day of election.
Amendments are designated to ensure the more transparent process of voting and vote count in the polling station, and to provide proper conditions for voters, observers, members of election commissions and representatives of mass media.
Also, the Central Election Commission has considered an appeal of the All-National Social-Democratic Party concerning the deadlines set by the Central Election Commission to delegate representatives of political parties with consultative voice to the precinct election commissions.
As a result, the CEC has adopted a protocol decision, according to which the term of delegation of representatives of political parties with consultative voice to the precinct election commissions has been extended until 15 December 2011.
The CEC recommended that territorial election commissions check the compliance of representatives of political parties with consultative voice to the requirements of the law on elections within 5 days.
A representative of political party with consultative voice, delegated to precinct election commission, must implement duties, decisions and instructions of election commission and its chairman, which are stipulated by the law on elections.
Also, representatives of political parties with consultative voice are subject to articles of the law on elections, which regulate rights and obligations of election commission’s members, except voting while taking decisions of election commission, signing protocols and other election documents, issuing ballot papers.
During briefing, which was held after the sitting, the head of the Central Election Commission informed the media representatives about election campaign.
>On 30 November 2011 the Central Election Commission has received party list of the People’s Democratic Party “Nur Otan”.
Now a procedure of checking the compliance of candidates, nominated to party list, to the requirements of the Constitution and the Constitutional Act on elections, is carried out.
Other political parties have not yet submitted their party lists to the Central Election Commission.
>At the same time K. Turgankulov noted that according to Calendar Plan approved by the CEC the nomination of candidates to deputies of the Mazhilis of Parliament to be elected based on party lists shall be finished on 5 December 2011.
Currently 489 candidates to maslikhats deputies were nominated. Of them there are 63 candidates to oblasts maslikhats, 371 to district maslikhats and 55 to city maslikhats.
The most active nomination of candidates to maslikhat deputies is observed in Kostanay, East-Kazakhstan, Mangistau and Akmola oblasts.
>Nowadays training of election commissions’ members is going on. In order to reach the maximum precinct election commissions the sectional training at district level are conducted in all regions.
Since 16 November till 1 December 2011 the CEC received 12 appeals. Of them there were 8 appeals of political parties, 1 appeal of maslikhat and 3 appeals of media and NGOs.
11 appeals required clarification of some provisions of election legislation, which were promptly provided.
One appeal of the All-National Social-Democratic Party was considered that the CEC sitting.
