On 22 August 2011 the Central Election Commission of the Republic of Kazakhstan at its seating has established the results of election of deputies to the Senate of the Parliament of the Republic of Kazakhstan, conducted on 19 August 2011.
According to the Constitution of the Republic of Kazakhstan and the Constitutional Act on Elections 16 deputies, i.e. one from each oblast, cities of Astana and Almaty, has been elected to the upper House of the Parliament.
As the Head of the CEC noted at the press-conference convened after commission’s seating: “The Government of the Republic of Kazakhstan and local executive bodies have implemented assignments of the Head of States to ensure organizational, financial and logistical support to election in a timely manner. Electoral authorities of the country conducted all necessary organizational activities in compliance with the planned schedule approved by the CEC and in accordance with the procedures established by the election legislation.
In total during election campaign 96 candidates have been nominated. (In 2008 88 candidates were nominated).
As a result election commissions of oblasts, cities of Astana and Almaty as on the day of electors’ meetings registered 39 candidates, whose surnames were printed in the ballot papers. (In 2008 voting was conducted for 37 candidates).
Of total 3 283 electors, enrolled in the elector registers, 3 172 electors or 96.6% of the total number have taken part in the voting.
26 ballots were recognized as null and void.
Based on the protocols of election commissions of oblasts, cities Astana and Almaty on the results of vote count the Central Election Commission of the Republic of Kazakhstan established that on 19 August 2011 the following persons were elected as deputies to the Senate of the Parliament of the Republic of Kazakhstan:
• from Astana city – Mr. Vladimir Nikolayevich Redkokaskhin
• from Almaty city – Mr. Akhan Khusainuly Bizhanov
• from Akmola oblast – Mr. Zhabal Yergaliuly Yergaliyev
• from Aktobe oblast – Mr. Yeleusin Nauryzbayuly Sagyndykov
• from Almaty oblast – Mr. Lyazzat Makhatuly Turlashov
• from Atyrau oblast – Mr. Kayrat Kydyrbayuly Ishanov
• from the East-Kazakhstan oblast – Mr. Talgatbek Zhamshituly Abaydildin
• from Zhambyl oblast – Mr. Yertargyn Kakimbekuly Astayev
• from the West-Kazakhstan oblast – Mr. Rashit Sayranuly Akhmetov
• from Karaganda oblast – Mr. Serik Bayseituly Akylbay
• from Kostanay oblast – Mr. Zhenis Mirasuly Nurgaliyev
• from Kyzylorda oblast – Mr. Murat Bakhtiyaruly Mukhamedov
• from Mangistau oblast – Mr. Baktybay Akberdiuly Shelpekov
• from Pavlodar oblast – Mr. Askhat Saypiuly Kuzekov
• from the North-Kazakhstan oblast – Mr. Samat Saparbekuly Yeskendirov
• from the South-Kazakhstan oblast – Mr. Kuanysh Aytkhanuly Aytkhanov.
The average age of the elected Senate deputies is 56 and half years.
By specialty there are 7 engineers; 3 economists; 1 lawyer; 5 other specialists.
By occupation there are 7 incumbent deputies to the Senate of Parliament; 6 officials of the state bodies, organizations, enterprises and institutions; 2 workers of private companies; 1 temporary unemployed.
All 16 elected deputies of the Senate of Parliament are members of PDP “Nur Otan”.
In general the election campaign was conducted in organized way, transparently and democratically. All election stakeholders acted within the legal framework and in compliance with the procedures established by the election legislations.
This fact was confirmed by assessments of accredited international observers as well as observers of political parties, public associations, and nongovernmental organizations of the Republic of Kazakhstan.
At the election observers of foreign states and international organizations have monitored election campaign in all regions of the country.
The voting process was directly monitored by 372 international and domestic observers, representatives of political parties, public association and mass media of the Republic of Kazakhstan. (In 2008 the voting process was observed by 194 observers and media representatives).
The positive assessment of the electoral process was presented by experts of the CIS Observer Mission.
Kazakh observers positively assessed the last election too.
In their view election campaign was conducted in conditions of competitive and correct struggle in compliance with provisions of election legislation and in general met the requirements of international democratic standards.
Throughout the election campaign the Central Election Commission received 2 appeals. The facts set out therein have not been confirmed.
