On 8 February 2011 there was a meeting of the Chairman of the Central Election Commission of the Republic of Kazakhstan K. Turgankulov with delegation of the Great Britain headed by Jonathan Powell, chief of the staff to British Prime Minister Tony Blair in 1997-2007.
Visit of delegation is associated with a recent visit to Kazakhstan of Mr. Tony Blair, during which the issues of social-economic development, democratic governance and political reform in Kazakhstan were discussed. In this regard members of delegation expressed interest in more detailed acquaintance with current developments related to appointment, organization and conduct of early presidential elections.
In addition the issues of international cooperation in the field of development of democratic institutes as well as improvement of election legislation and electoral process in the Republic of Kazakhstan were discussed at the meeting. The head of CEC acquainted members of with task on preparation for and conduct of early elections of the President of the Republic of Kazakhstan and with main stages of electoral campaign.
K. Turgankulov also noted that the main feature of this electoral campaign is the fact that according to the recent amendments to the Constitution and Constitutional Act “On elections in the Republic of Kazakhstan” early elections of the Head of State shall be conducted within two months. Electoral campaign at regular elections covers three months.
Consequently the timing of all electoral procedures is reduced proportionally, which requires greater mobilization of efforts of election commissions, candidates and their supporters. Nevertheless, the established deadlines are reasonably sufficient allowing organization and conduct of electoral campaign effectively, fairly and transparently.
As another feature of the current electoral campaign the Head of CEC noted that in its course AIS “Saylau” will not be applied.
Then K. Turgankulov answered the questions from the members of the delegation regarding formation of electoral commissions, interaction of CEC with mass media during electoral campaign, international election observation, implementation in Kazakh electoral legislation of recommendations by OSCE/ODIHR and other international organization, which were presented in previous years, etc.
