On 8 February 2011 a session of linguistic commission on establishment of fluency in the state language by the candidate to President of the Republic of Kazakhstan Mr. Ualikhan A. Kaysarov has been held in the Central Election Commission of the Republic of Kazakhstan.
According to the results of the exam the linguistic commission at open vote by majority took a decision that candidate to President of the Republic of Kazakhstan Mr. Ualikhan A. Kaysarov is not fluent in the state language.
Chairman of linguistic commission on establishment of fluency in state language by candidate to President of the Republic of Kazakhstan Mr. M. Zholdasbekov announced about decision of the commission and explained the reasons of the taken decision. «Establishment of fluency in the state language by the candidate to President of the Republic of Kazakhstan was done in compliance with all requirements. The applicant performed three tasks. The first one – a written task – was checked by its content, style, spelling and punctuation. The candidate could not develop the topic; could not precisely and consistently formulate his thought on the topic; made many spelling, stylistic and punctuation mistakes. In total he made 28 mistakes. He was unable to express his thoughts freely in the fifteen-minute public speech. The applicant spoke in loan translation from Russian, without considering the peculiarities of the Kazakh language. Therefore linguistic commission unanimously took a decision that this candidate is not fluent in the state language”, - noted the chairman of the linguistic commission.
The decision has been formalized by minutes of linguistic commission of 8 February 2011 No. 2.
Member of the Central Election Commission of the Republic of Kazakhstan Ms. L.Z. Suleymen was present at the session of the commission.
