On August, 2d 2007 was held the sitting of the Central election commission of the Republic of Kazakhstan where were accepted the Decree on establishing the results of voting by the territorial election commissions at extraordinary election of the deputies of Mazhilis of the Parliament of the Republic of Kazakhstan.
In the Decree the Central election commission step by step determined all activities of the election commissions begins with district and end with oblast, the cities of Astana and Almaty election commissions related with submission of the minutes on the results of counting of votes.
Besides at the sitting of the Central election commission it was accepted the Decree on accreditation of 46 more observers of the foreign states and international organizations. Thus the total number of the accredited international observers for this moment is 504 persons.
At the briefing after the sitting the Head of the Central election commission informed those present and the journalists on the electioneering, the work of the Central election commission on the consideration with the received complaint and appeals.
In all for the last from the beginning of the electioneering period the Central election commission received 123 appeals. Most of them are related with the violation of the Rules of the electioneering, violation in the activities of the election commissions, and also with the violation in the activities of the governmental bodies and nongovernmental organizations.
In determining violations of the election legislation is interested; first of all, the Central election commission itself. Thus taking into an account the information floated by the representatives of NSDP and “AK ZHOL” during the second sitting of the constant working round table on taking place obstruction of their holding campaign activities and placing campaign materials, the Central election commission sent to these parties the requests of providing all available information on the violations.
Under the provided by the Parties information the Central election commission is going to organize the checking and if there will be confirmation of the facts in it to take all measures to dismiss the violations.
The Head of the Central election commission also noted that the Parties do not fully use conceded them by the election legislation opportunities for participating in the work of the election commissions and hardly sent their representatives with the right of deliberative vote to their staffs. Exception is NSDP sent one of its representatives with the right of deliberative vote to Almaty city, Kostanai oblast, Eastern Kazakhstan oblast and Kyzylorda oblast election commissions.
The Chairman of the Central election commission also noticed that the Central election commission together with the work on organization and preparation of the future elections continues active work on the legal training of the participators of the election process.
Training seminars-conferences with participation of the members of the central election commission, employees of the establishment of the Central election commission are held in all regions of the country beginning from June month.
There were held four regional thematic seminars on the work of the mass media during the electioneering. By the oblast, the cities of Astana and Almaty election commissions hold cluster seminars-conferences with inviting the chairmen and secretaries of the okrug on election of the deputies of Maslikhats, district election commissions, the representatives of political Parties, public associations, and candidates for the deputies of Maslikhats, their confidential agents and the mass media.
This process will continue all first decade of August and in the Central election commission hope that these efforts will bear fruit and all participants of the election process at the Election Day will have all necessary knowledge of the norms of the election legislation.
