On June, 25th 2007 has been taken place the session of the Central election commission of the Republic of Kazakhstan.
Because of by the Decree of the President of the Republic of Kazakhstan from June, 4th, 2007 as a part of Mangistau oblast was formed an administrative-territorial unit - Munajlinsky region, the Central election commission by their decision has appointed on August, 18th, 2007 elections of the deputies of Munajlinsky regional Maslikhat of Mangistau oblast..
Taking into account, that the Decree of the Head of the state comes into force since July, 1st, 2007, the decision of the Central election commission also comes into force since July, 1st, 2007, and promotion of the candidates of Munajlinsky regional Maslikhat will begin on July, 2nd of current year. The number of elected deputies of Munajlinsky regional Maslikhat will make 13 persons.
At the session of Central Election Commission a number of the important decisions, concerning to the organization of election campaigns on election of deputies of the Mazhilis, elected according to party lists, and also deputies of Maslikhat of the Republic of Kazakhstan has been accepted.
In particular, by the decisions of the Central election commission are established forms of election documents on elections of deputies of Mazhilis of the Parliament, the form of the list of voters, was approved standard volume of intelligence on political parties which have put forward party lists, candidates of Mazhilis of the Parliament, elected by the Assembly of the nations of the Kazakhstan, candidates of Maslikhats which should contain the information poster placed in the election commission’s quarters and a premise for voting, the Instruction about producing and delivery order of deal locative certificates on the right of voting which in details regulates producing and delivery process of deal locative certificates is confirmed, and also contains positions directed on increasing of responsibility of the election commissions which are carrying out delivery of deal locative certificates, and also on effective control and reporting maintenance.
The chairman of the Central Election Commission has underlined, that according to the changes introduced in the Constitutional law «About elections in the Republic of Kazakhstan» deal locative certificate will not give out to the voters, wishing to participate in voting in other election district or on other constituency within one settlement.
By the decision about producing of voting-paper on the regular elections of deputies of Maslikhat of the Republic of Kazakhstan the Central Electoral Commission has established degree of protection of voting-papers.
Thus, the Head of the Central Election Commission has noticed, that on forthcoming elections all voters, will receive three different voting-papers. One of them is intended for voting for political party on elections of deputies of Mazhilis of Parliament of the Republic of Kazakhstan. The second voting-paper is a voting-paper with the help of which it is possible to vote for the candidate of Maslikhat of oblast, and the third voting-paper is intended for voting for the candidate of regional or city Maslikhat. Inhabitants of Astana and Almaty will receive two voting-paper .
As there are no region Maslihkats in these cities, there it will be necessary for voters to give the voice for political party, and also to choose deputies of city Maslikhats.
Also at the session of the Central election commission has declared about opening of institute of observers of the foreign states and the international organizations on elections of the deputies of Mazhilis and the deputies of Maslikhat of the Republic of Kazakhstan. Accreditation of the international observers will be made by the Central election commission on presentation of the Ministry of Foreign Affairs of Republic Kazakhstan till August, 12th, 2007.
One more of the important document, which was accepted by the Central election commission, exist the Rules of realization of pre-election a through mass media and information maintance of elections of the deputies of Mazhilis of the Parliament of the Republic of Kazakhstan, elected according to party lists, and elections of deputies of Maslikhat of the Republic of Kazakhstan.
The given Rules regulate activity of mass media during all election campaign. The special attention in it is given to the period of pre-election campaign of political parties and candidates of the Maslikhat.
The chairman of the Central Election Commission has paid special attention that according to requirements of the Constitutional law «About elections in Republic Kazakhstan», intelligence on the size of payment, conditions and an order of granting of an air and the printing area should be declared and published by the corresponding organization of tele-radio broadcasting, editorship of the periodic printing edition not later than for the tenth day after official publication of the decision about appointment of elections (i.e. not later than July, 2nd, 2007), and also are presented by republican mass media to the Central election commission of the Republic of Kazakhstan, regional mass media - in corresponding territorial and district constituencies on elections of deputies of Maslikhat.
The mass-media which not published and have not presented these intelligence, can not extend agitation materials of the political parties which have put forward party lists and candidates to deputies of Maslikhat.
As to using on forthcoming elections «Sailau» the Central Electoral Commission plans its application on more than one and a half thousand constituencies, that on 5 % is more than in 2005. Thus, to voters of constituencies equipped by system "Sailau" will be given, as before, the option of a way of voting: the electronic or traditional paper ballot.
