Within the framework of the International Exhibition of the informational-communication technologies "E-Kazakhstan" which took place in Astana 28-30 March 2007 National Technological Center "Delta Plus ltd" presented a modernized complex of the specialized equipment for the automated information system "Sailau" (AIS "Sailau").
At the first stage on introduction of АIS "Sailau" the hardware-software samples has been created on the basis of the analysis of the e-voting systems existing in the world.
As a result the complex of technical means of AIS "Sailau" for a polling station, which for the first time has been used in the Republic of Kazakhstan in autumn 2004 at 961 polling stations during elections of the Mazhilis deputies of the Parliament of the Republic of Kazakhstan, has been created.
In 2004-2005 modernization of system proceeded. The complete set of the higher level specialized equipment of the electronic voting on the basis of the touch screens and smart-cards-technologies with the raised level of cryptographic protection of the information on the voting results of each separate voter has been developed.
As a result a complete set of AIS "Sailau", designed for installation at one stationary polling station and developed at a higher technological level, has been created.
The given equipment passed successful approbation at the presidential elections in the Republic of Kazakhstan in December 2005 and received high assessment for sufficient simplicity and convenience of the voting procedure both from voters and from foreign experts and observers.
At the OSCE/ ODIHR working meeting on March, 22-23 in Warsaw "Election observation and electronic voting" it was noted that Kazakhstani model of e-voting which unlike to many West-European countries was introduced very recently has already positively proved, and effective regulation of e-voting in the national electoral legislation, transparency of the Central Election Commission, accessibility of the technical documentation of AIS "Sailau" to international observers can be an example to many states introduced system of the electronic voting.
Nowadays Kazakhstan experts are working on modernization of the system equipment with the purpose of improvement of its technical parameters, specification of the separate fragments of the applied software, development and manufacture of the Regional polling district (RPD) intended for carrying out elections events at the regions with limited number of the voters and remoted from permanent polling district.
