On June 4, 2019, Central Election Commission held second round of National Competition on electoral law and electoral process among students of Kazakhstani universities
The Competition is a national stage of the interstate project and is conducted by the Central Election Commission of the Republic of Kazakhstan in partnership with the Council of the Inter-Parliamentary Assembly of the Commonwealth of Independent States and the International Institute for Monitoring Democracy Development, Parliamentarism and Suffrage Protection of Citizens of the IPA CIS Member Nations.
The event is held in order to improve the legal culture of future voters, and to increase their knowledge and skills necessary for the conscious realization of voting rights.
In the framework of the first round of the National Competition, which took place on May 24, 2019, at the information and communication site of Al-Farabi KazNU with the organizational support of the Association of Universities of Kazakhstan, 13 students out of 170 students from 30 universities showed a high level of knowledge of the electoral legislation and passed to the second round.
These are representatives of the Caspian Public University, Aktobe Regional State University named after K.Zhubanov, Kyzylorda State University named after Korkyt Ata, Karaganda State University named after Buketov, Kazakh National University named after Al-Farabi, Kazakh National Pedagogical University named after Abay, International Kazakh-Turkish University named after Yassawi, Kazakh-Russian International University, Miras University.
10 students took part in the second round.
Based on the assessment of debate skills, the National Jury identified one winner and two prizewinners:
First place - Roman Yessenalin, Kazakh-Russian International University (Aktobe).
Second place - Ruslan Bukenov, Caspian Public University (Almaty).
Third place - Gulnaz Serikkaliyeva, International Kazakh-Turkish University named after Yassawi.
According to the terms of the National Competition, the winner, who won the first place, will take part in international research debates in St. Petersburg in September of this year as a member of the national team of the CIS countries.
As the Secretary of the Central Election Commission of the Republic of Kazakhstan noted in the welcoming speech, the active participation of students in the Competition, held during the pre-election period in the Year of Youth, is an evidence of our young generation’s conscious attitude towards electoral processes and interest in electoral legislation.
The National Competition was evaluated and summarized by the National Jury, consisting of representative of the Ministry of Education and Science K. Abuova and representative of the Association of Universities of Kazakhstan G. Zhaparova, as well as experts from the academia – the head of research projects on criminal justice and legal expertise of the KazGUU named after Narikbayev, Doctor of Laws, Professor M. Kogamov, and Chief Researcher of the Institute of State History, Candidate of Laws, Associate Professor E. Nurpeissov.
