Working visit of Member of the Central Election Commission L. Suleimen to Atyrau Oblast
On June 4, 2019, under the leadership of a member of the Central Election Commission (hereinafter - the CEC), Lyazzat Suleimen, a training seminar was held for election officials on the topic: “Activities of election commissions during the preparation and conduct of the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019 ".
The workshop was attended by chairpersons, deputy chairpersons, secretaries and members of territorial and precinct election commissions, certified electoral trainers, deputy head of Akim’s Office of Atyrau Oblast, international observers of the OSCE / ODIHR Mission and the SCO Mission, and media representatives.
In total, 380 people took part in the training workshop.
A report was made by L. Suleimen, a member of the Central Election Commission, where she spoke in detail about the activities of election commissions, both during the preparation of the election and on the election day.
During the workshop, the participants were familiarized with changes in the electoral legislation, the main stages of the election campaign, the conditions for electoral campaigning of candidates, the powers of election commissions to prepare and conduct elections, the tasks of territorial election commissions and local executive bodies to ensure the rights of citizens with disabilities. It was also noted that the activity of all election commissions is carried out on the basis of collegiality, openness and publicity, and special attention is paid to strict observance of the requirements of the current legislation on elections, and professional development of members of election commissions.
Deputy Head of Akim’s Office of Atyrau Oblast A. Ibishev reported on the work done to compile voter lists, and on the measures taken for the material and technical equipment of polling stations.
Chairperson of the Oblast Election Commission A. Aimanakumov informed about the current state of the election campaign, the preparation of polling stations for the election day, training of election commission members by the cascade method and the method of distance learning and testing.
262 polling stations were created in Atyrau Oblast for the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019. In total, 1896 members of precinct election commissions were elected.
All members of territorial and precinct election commissions received electoral training and were awarded certificates.
In total, 409,679 people were registered in the oblast. Due to the fact that voters from different regions of the country work on a rotational basis in the deposits and industrial sites, explanatory work is being carried out among them to enforce their electoral rights. Thus, according to the submitted applications, 4161 workers of the rotation camps of Tengiz, Kashagan, Karabatan are included in the voter lists.
Member of the Oblast Election Commission K. Nurzhigitova made a report on the ongoing work to provide conditions for persons with disabilities at polling stations.
22,113 persons with disabilities live in the oblast, of which 18,674 have the right to participate in the election. To provide special services for PWD on the voting day, 16 Invataxi will be functioning for wheelchair users and visually impaired, as well as 7 sign language interpreters will assist people with hearing disabilities. 242 polling stations were equipped with ramps and 246 booths for secret voting, allowing you to enter by a special wheelchair.
The TEC of Atyrau Oblast has initiated the placement of photos of PWDs with an proactive attitude on billboards, LED screens.
Acting chief expert of the Department for Electoral Process Organization of the CEC, B. Baisseitov, made a report on the main activities of precinct election commissions during the preparation and conduct of the election on June 9, 2019.
During the training workshop, the participants asked questions on the progress of the election campaign, the work with voter lists, the powers of election commissions to prepare and conduct elections, issuance of AVCs, voting of voters working on a rotational basis, and ensuring the implementation of the election legislation.
At the end of the workshop, a meeting was held with the territorial election commissions and a discussion took place on the organization of work of the electoral commissions.
In addition, Member of the Central Election Commission L. Suleimen talked informally with international observers, representatives of the OSCE Mission, on the work of election commissions during the preparation and conduct of the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019.
The representatives of the Central Election Commission together with the Oblast Election Commission also visited polling stations in the city to assist them in preparing for the election.
