Expert Methodological Board met at CEC

On March 12, 2020, the Expert Methodological Board under the Central Election Commission of the Republic of Kazakhstan had its first meeting in 2020 chaired by member of the Central Election Commission Y. Daulbayev (hereinafter - the Expert Methodological Board).

The Expert Methodological Board has been set up in order to improve Kazakhstan’s electoral legislation and law enforcement practice, in the context of international standards and foreign voting experience, through research and advisory services.

The meeting was attended by members of the Expert Methodological Board: Director of the Expert Institute of European Law and Human Rights M. Bashimov, Director of the Institute of Postgraduate Education of the Academy of Law Enforcement Agencies under the General Prosecutor's Office of the Republic of Kazakhstan Sh. Shayakhmetov, Director of the Institute of Contemporary Law I. Borchashvili, Professor of the Department of National and International Law of Turan-Astana University A. Sman, and guest Deputy Head of the unit for the election process organization of the CEC of RK M. Kanybekov, Chief consultant of the unit for the election process organization of the CEC of RK A. Zhakenov, Chief consultant of the unit of legal due diligence of the CEC of RK, Head of the unit of legal support of the RSE «ETC CEC RK» B.Ansatov.

The members addressed the prospects for improvements in the legislation on the republican referendum, the principle of respecting secrecy of ballot at a voting station on an election day, legal liability for violating electoral law: constitutional and legal liability; administrative liability; criminal liability; tort liability, and the work plan for 2020.
