Establishing and publishing of the elections results of deputies of the Senate of the Parliament of the Republic of Kazakhstan held on 12 August 2020
On August 13, 2020 there was held a meeting of the Central Election Commission of the Republic of Kazakhstan regarding the establishing and publishing the elections results of deputies of the Senate of the Parliament of the Republic of Kazakhstan held on August 12, 2020.
The territorial election commissions of oblasts and the cities of Nur-Sultan, Almaty, and Shymkent attended the meeting in the videoconferencing mode, while the media representatives participated in the meeting online.
Deputy Chairman of the CEC of the Republic of Kazakhstan, Mr. Konstantin Petrov made a report "On the establishing and publishing the elections results of deputies of the Senate of the Parliament of the Republic of Kazakhstan held on August 12, 2020"
He reported that based on the protocols of the election commissions of oblasts and cities of Nur-Sultan, Almaty, and Shymkent regarding the results of the votes counting for the elections of deputies of the Senate of the Parliament, the elections are recognized as held in 14 oblasts of the Republic of Kazakhstan and in the cities of Nur-Sultan, Almaty and Shymkent.
Out of 3,069 electors, 2,889 or 94.1 percent of the total number of electors took part in voting.
Out of the total number of ballots, 15 ballots were declared invalid.
Following the results of the voting day, the following people were elected as deputies of the Senate of the Parliament of the Republic of Kazakhstan:
from Akmola oblast – Mr. Nurlan Bekenov, born in 1961, Chairman of the Audit Commission for Akmola oblast;
from Aktobe oblast – Mr. Bauyrzhan Kaniev, born in 1958, Akim of Shalkar district of Aktobe oblast;
from Almaty oblast – Mr. Sultan Dyusembinov, born in 1959, Secretary of the Almaty regional Maslikhat;
from Atyrau oblast – Mr. Sagyndyk Lukpanov, born in 1960, Managing Director-Member of the board of “Kazakhstan Petrochemical Industries Inc” LLP;
from East-Kazakhstan oblast – Mrs. Olga Bulavkina, born in 1972, Akim of Borodulikhinsky district;
from Zhambyl oblast – Mr. Bekbolat Orynbekov, born in 1957, first deputy Akim of Zhambyl oblast;
from West-Kazakhstan oblast – Mrs. Lyazzat Rysbekova, born in 1976, Financial Director of the private institution "Ural Humanitarian College";
from Karaganda oblast – Mr. Sergey Yershov, born in 1960, Deputy of the Senate of the Parliament of the Republic of Kazakhstan;
from Kostanay oblast – Mr. Sergey Karplyuk, born in 1968, Deputy Akim of Kostanay oblast;
from Kyzylorda oblast – Mrs. Akmaral Alnazarova, born in 1971, First Deputy Chairman of the regional branch of the Nur Otan party;
from Mangystau oblast – Mr. Suindik Aldashev, born in 1963, First Vice President of “Karazhanbasmunai” JSC;
from Pavlodar oblast – Mr. Altynbek Nukhuly, born in 1962, Chancellor of the Pavlodar State Pedagogical University;
from North-Kazakhstan oblast – Mrs. Olga Perepechina, born in 1967, Deputy of the Senate of the Parliament of the Republic of Kazakhstan;
from Turkestan oblast – Mr. Ali Bektayev, born in 1962, Deputy of the Senate of the Parliament of the Republic of Kazakhstan;
from the city of Nur-Sultan – Mr. Akhylbek Kurishbaev, born in 1961, Chairman of the Board of "Kazakh Agro Technical University after S. Seifullin” JSC;
from the city of Almaty – Mr. Sultanbek Makezhanov, born in 1961, Akim of the Medeu district of Almaty;
from the city of Shymkent – Mrs. Aigul Kapbarova, born in 1975, Deputy of the Senate of the Parliament of the Republic of Kazakhstan.
Also, the Secretary of the Central Election Commission, Mrs. Sabila Mustafina made a speech during the meeting. She said that earlier, each candidate for the Senate of the Parliament was provided with funds from the republican budget for the election campaign. However, due to the epidemiological situation in the regions, these funds were not fully used. In this regard, unused funds will be returned to the budget.
Concluding the meeting, the Chairman of the CEC of the Republic of Kazakhstan, Mr. Berik Imashev, noticed that this election campaign has a distinction which is the increased political activity of women. Thus, out of 17 elected deputies, 5 are women, which makes 29.4%. In the elections of 2014 and 2017 this figure was only 6%.
The voting, as well as all the other electoral procedures, took place in accordance with the norms of electoral legislation.
On the election day, through the Internet resource of the Central Election Commission, there were functioning the online services for monitoring the registration of electors and summing up the preliminary voting results, thus, transparency and publicity of the electoral process were ensured. This process was covered by the information channels of the CEC of the Republic of Kazakhstan in a timely manner.
242 local and 5 international observers watched the voting procedure and the tabulation of the election results.
Considering the sanitary and epidemiological situation in the regions, the elections were held in compliance with all the necessary measures to ensure the sanitary safety of the electoral process.
