“On certain issues of the activities of observers of foreign states, international organizations, representatives of foreign media at the regular elections of deputies of the Mazhilis of Parliament and maslikhats of the Republic of Kazakhstan,
scheduled for January 10, 2021”
On October 22, a meeting of the Central Election Commission of the Republic of Kazakhstan “On certainissues of the activities of observers of foreign states, international organizations, representatives of foreign media at the regular elections of deputies of the Mazhilis of Parliament and Maslikhats of the Republic of Kazakhstan, scheduled for January 10, 2021”.
The meeting was attended by representatives of political parties, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Margulan Baimukhan, territorial election commissions of regions, the cities of Nur-Sultan, Almaty and Shymkent in the videoconferencing regime, representatives of the media – online.
Anastassiya Schegortsova, member of the Central Election Commission, spoke on the agenda. In her speech A. Schegortsova reported that the Republic of Kazakhstan, as a member of many international organizations, invariably fulfills its obligations to open the institute of international observation.
In Kazakhstan, observers from foreign states and international organizations can participate in observing elections at the invitation of the Chairman of the Central Election Commission and the Minister of Foreign Affairs of the Republic of Kazakhstan.
During the meeting, a resolution of the Central Election Commission was adopted, which, in accordance with the Constitutional Law on Elections, provides an appropriate observation procedure.
Observers from foreign states and international organizations shall be accredited by the CEC upon the recommendation of the Ministry of Foreign Affairs.
A foreign media representative can observe elections if he/she has an accreditation certificate issued by the Ministry of Foreign Affairs.
In addition, the Constitutional Law on Elections provides the possibility of accompanying foreign observers by an interpreter.
The accreditation ends at 18:00 local time five days before voting day, i.e. January 4, 2021.
