Meeting of the Central Election Commission was held on 20 November
On 20 November this year, a meeting of the Central Election Commission of the Republic of Kazakhstan took place as part of the election campaign for the elections of deputies to the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan, scheduled for January 10, 2020.
The meeting was attended by representatives of political parties, Ministry of Justice, territorial election commissions in the videoconferencing mode, and representatives of the media - online.
The following issues were considered at the meeting:
1) On admission of some political parties to participate in elections of deputies of the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan, elected according to party lists.
2) On accreditation of observers of an international organization for elections of deputies of the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan, scheduled for January 10, 2021.
Assylbek Smagulov, member of the Central Election Commission of the Republic of Kazakhstan, spoke on the first issue of the agenda.
He informed that on November 5, 2020, the Central Election Commission adopted resolutions on admission of 6 political parties to participate in elections of deputies of the Mazhilis of the Parliament and deputies of maslikhats, elected by party lists.
Herewith, according to information provided by the Ministry of Justice of the Republic of Kazakhstan, on November 11, 2020, "Birlik" Political Party was re-registered as "ADAL" Political Party. Also, on November 12, 2020, the Communist People's Party of Kazakhstan was re-registered as the People's Party of Kazakhstan.
All branches of "ADAL" Political Party and the People's Party of Kazakhstan have undergone re-registration with the justice authorities in 14 regions, as well as in Nur-Sultan, Almaty and Shymkent.
Thus, the Central Election Commission adopted resolutions on admission of "ADAL" Political Party and the People's Party of Kazakhstan to participate in elections of deputies to the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan.
Summarizing the first issue on the agenda, Chairman of the Central Election Commission Berik Imashev noted that the ADAL party re-registered a branch in the Turkestan region and registered registration in Shymkent. In this regard, the party was allowed to participate in elections to maslikhats in all regions.
Anastasia Schegortsova, member of the Central Election Commission, spoke on the second issue of the meeting.
In her report A. Schegortsova said that according to Article 20-2 of the Constitutional Act on Elections, accreditation of observers from foreign states and international organizations is carried out by the Central Election Commission on the proposal of the Ministry of Foreign Affairs.
In this regard, 29 observers were presented for accreditation on the proposal of the Ministry of Foreign Affairs of November 17, 2020. All of them were submitted for accreditation. All 29 observers are accredited from the Interparliamentary Assembly of Member States of the Commonwealth of Independent States (CIS). Observer data will be updated as submissions for accreditation are received.
The Institute for International Observation was opened by the Central Election Commission on October 22 this year.
After the meeting, a briefing for the media was held, at which members of the CEC answered questions from the media.
