On February 9, 2022, the Chairman of the Central Election Commission Nurlan Abdirov presented a certificate and a breastplate to the deputy of the Senate of the Parliament Lyazzat Kaltayeva appointed by the Decree of the President of the Republic of Kazakhstan in accordance with paragraph 2 of Article 46 of the Constitutional Act "On Elections in the Republic of Kazakhstan".

During the presentation Nurlan Abdirov emphasized the long-term and active work of Lyazzat Kaltayeva as part of the Working Group under the Central Election Commission on ensuring electoral rights of persons with disabilities as well as her contribution to expanding opportunities for equal participation of persons with disabilities in society.

Additionally, the Chairman of the Central Election Commission also noted that at the initiative of the Head of State the electoral legislation provides for the inclusion of persons with disabilities in the mandatory 30% quota in the formation of party lists along with women and youth. Nurlan Abdirov emphasized that political promotion of persons with disabilities to the Parliament in the context of the policy of the President “New Kazakhstan” is an important indicator of the country's movement towards a society of equal opportunities.
