A meeting of the Central Election Commission on accreditation of
international observers and registration of Z.Dairabayev as a candidate for
President of the Republic of Kazakhstan was held
On October 17, 2022, a meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov.
The following issues were considered at the meeting:
1. “On accreditation of observers of international organisations and a foreign state for early elections of the President of the Republic of Kazakhstan, scheduled for November 20, 2022.”
2. “On registration of Zhiguli Dairabayev as a candidate for the President of the Republic of Kazakhstan at the early elections of the President of the Republic of Kazakhstan, scheduled for November 20, 2022.”
Secretary of the Central Election Commission Mukhtar Yerman spoke on the first issue of the agenda. He said that the Institute for International Observation was opened by the Central Election Commission on September 22, 2022. Accreditation of international observers will end at 18:00 on November 14, 2022.
On the proposal of the Ministry of Foreign Affairs, 43 observers from four international organisations and one foreign state were presented for accreditation. They include: 6 observers are accredited as part of the CIS Observer Mission, 17 observers – from the CIS IPA, 13 observers – from the OSCE/ODIHR Mission, 5 observers – from the Organisation of Turkic States, and 2 observers – from Georgia. As the submissions for accreditation received, the data on observers will be updated.
After M. Yerman’s speech, the Central Election Commission adopted a resolution “On accreditation of observers of international organisations and a foreign state for early elections of the President of the Republic of Kazakhstan, scheduled for November 20, 2022.”
Member of the Central Election Commission Assylbek Smagulov spoke on the issue of registration of Zhiguli Dairabayev as a candidate for the President of the Republic of Kazakhstan. He said that on October 5, 2022, documents on the nomination of Z. Dairabayev as a candidate for the President of the Republic of Kazakhstan were submitted to the Central Election Commission from the “Auyl People’s Democratic Patriotic Party” Public Association. To register a candidate, the following documents were also submitted to the Central Election Commission:
- certificate of the state revenue body on the submission of declarations of assets and liabilities by candidate for President Z. Dairabayev and his spouse;
- a medical report on the absence of diseases preventing registration in presidential candidate Z. Dairabayev;
- protocols of territorial election commissions of regions, cities of republican significance and the capital of the Republic on the results of verification of the collected signatures of citizens in support of presidential candidate Z. Dairabayev.
According to these protocols, authorised persons in support of presidential candidate Z. Dairabayev collected signatures from 125,081 citizens in all 20 regions of Kazakhstan. As a result of the verification, the reliability of 119,975 signatures was established, i.e. the required number, at least 1% of the total number of voters or 118,273, was provided.
All documents required for registration of presidential candidate Z. Dairabayev were submitted to the Central Election Commission and fully comply with the requirements for them.
By the Decree of the Central Election Commission of the Republic of Kazakhstan, Zhiguli Dairabayev was registered as a candidate for the President of the Republic of Kazakhstan in the early elections of the President of the Republic of Kazakhstan, scheduled for November 20, 2022, he was issued an appropriate certificate.
Following the meeting of the Central Election Commission, a briefing was held by Z. Dairabayev with the participation of representatives of the media.
