In preparation for the republican referendum, the Members of the
Central Referendum Commission of the RK visited a number of regions of the
country
From 13 to 15 September, the Members of the Central Referendum Commission visited 11 regions, where they checked the readiness of territorial and precinct commissions for the upcoming 6 October 2024 republican referendum, as well as conducted training seminars.
Thus, the Deputy Chairman of CRC Konstantin Petrov visited North-Kazakhstan, Kostanay regions and Almaty city. The CRC Secretary Mukhtar Erman visited Zhambyl, Turkestan regions and Shymkent city. The CRC Members Sabila Mustafina, Asylbek Smagulov and Anastasia Shchegortsova checked the readiness for the republican referendum in Zhetysu and Ulytau oblasts, as well as Akmola, Kyzylorda and East Kazakhstan oblasts.
In the regions, CRC Members conducted seminar meetings with representatives of territorial and precinct election commissions, state bodies and media.
The CRC Members explained to the meetings participants about the novelties in the legislation on the republican referendum adopted this summer. They informed about the specifics of preparing and conducting the referendum, the basics of electoral legislation and the practice of its application in the electoral process. The specifics of the main stages of the election campaign, the issues of ensuring the electoral rights of persons with disabilities, electoral training, the work of national and international observers and other issues were discussed in detail.
In turn, the authorized state bodies reported on the work carried out in the regions on the lists of citizens eligible to participate in the referendum, organizational, logistical and technical support of the campaign, ensuring physical accessibility of the referendum polling stations for citizens with disabilities, supervision of compliance with the law by participants in the referendum campaign, ensuring law and order at polling stations on election day and delivery of ballots to polling stations, as well as on the work of advisory call-centers in the regions and the launch of online voting services. An online service will also be available at certain polling stations, through which citizens without registration will be able to register directly at the polling station and vote.
In all visited regions the emphasis was placed on improving the professional skills and legal competence of the members of commissions.
The importance of systematic and timely informing citizens about the upcoming republican referendum mentioned, with members of commissions focusing on the need for door-to-door delivery and handing personal invitations to voters.
The practical part of the seminar was carried out for the members of the TCR and PCR in the form of a practical game “Voting Day” with the application of practice-oriented methods and algorithm of actions on the voting day, with the elaboration of case situations based on the existing electoral experience and their practical solutions based on the legislation.
As a result of the seminar meetings, the CRC Members gave specific instructions to improve the efficiency of the work of territorial and precinct commissions.
During the training, the members of precinct referendum commissions asked lecturers a number of questions and received comprehensive answers on situations arising during the election campaign.
Also within the framework of working trips, the CRC Members visited a number of territorial and precinct commissions and assessed their work on the upcoming republican referendum. At the meetings, special attention given to the need for strict compliance with the legislation, ensuring the secrecy of the ballot, as well as publicity and transparency of all stages of the referendum.
