CEC of Kazakhstan Holds Training Seminar for Members of 

Territorial Election Commissions

On April 23-24, 2025, the Central Election Commission of the Republic of Kazakhstan held a training seminar as part of the implementation of the Set of Measures for Training Participants in the Electoral Process in the Republic of Kazakhstan for 2025, approved by CEC Resolution No. 58/73 dated December 11, 2024. The seminar, titled "Specifics of Preparing and Conducting the Electoral Process and Electoral Training for Election Organizers," was held at the Electoral Training Center of the Academy of Public Administration under the President of the Republic of Kazakhstan. The participants included members of territorial election commissions exercising their powers on a permanent professional basis.

On the first day of the seminar, the main speakers included CEC Secretary Shavkhat Utemissov, and CEC members Azamat Aymanakumov, Lyazzat Suyindik, Assylbek Smagulov, and Mikhail Bortnik. The speakers provided an analysis of the organization of electoral campaigns in the regions, including information and financial support for elections, election observation, pre-election campaigning, and electoral disputes for the first quarter of 2025. Participants were also briefed on current issues related to the improvement of electoral legislation.

In addition, Lyazzat Kaltayeva, Chairperson of the Public Association of Women with Disabilities “Shyrak”, presented a draft video course on the electoral rights of persons with disabilities designed for election organizers.

Given that the CEC of Kazakhstan places special emphasis on the development of “soft skills” among election organizers during training, invited expert Altyn Bakytzhanova conducted a training session on the topic

“Effective Organization of the Electoral Process and Electoral Training for Election Organizers: Tools and Competencies.”

On the second day of the seminar, members of the territorial election commissions of Kostanay Region and the city of Almaty - Alexander Malashko, Dzhamilya Sambayeva, Aigul Urazova, and Sergey Goncharov, who are part of the CEC-certified trainers’ pool, conducted training sessions for the participants and shared their experience in delivering electoral training to election organizers.

Participants also took a test to assess their legal and practical knowledge regarding the organization of the electoral process.
