On 11-12 September 2025, the CEC of Kazakhstan Held a Training
Seminar for Members of City and District Election Commissions
On 11-12 September 2025, the Central Election Commission of the Republic of Kazakhstan, within the framework of the Comprehensive Plan for Training Participants of the Electoral Process for 2025 (Resolution of the CEC RK dated 11 December 2024, No. 58/73), held a training seminar on “Organizational Aspects and Practices of Conducting the Electoral Process” for the heads of city and district election commissions. The seminar took place at the Electoral Training Center of the Academy of Public Administration under the President of the Republic of Kazakhstan.
The seminar was opened by Shavkhat Utemissov, CEC Secretary, who presented the draft amendments to the electoral legislation. Lyazzat Suyindyk, CEC member, addressed current challenges related to information outreach and election observation.
Afterwards, CEC staff conducted an analysis of practical case studies on issues related to the planning and organization of electoral campaigns at the local level, public outreach, pre-election campaigning, and interaction with observers, proxies, and media representatives. In addition, they summarized existing practices and provided clarifications on procedures for election financing and judicial practice in electoral disputes.
The presentations were followed by active discussion, with participants raising clarifying and practice-oriented questions.
A particular highlight was the lecture of invited expert B. Saifullin, representative of the Autonomous Cluster Fund “Park of Innovative Technologies”, on the practical aspects of applying the National Artificial Intelligence Platform in the current work of election commissions.
The second day of the seminar was dedicated to practical exercises and exchange of experience. Gulnar Amanzholova, Chairperson of the Pavlodar Regional Election Commission, presented the practices of organizing the work of election commissions in the Pavlodar region.
Afterwards, participants worked in subgroups, where representatives of the Pavlodar region Tamara Ilyina and Vera Geintz conducted interactive case-study trainings focused on addressing specific situations arising during candidate nomination, registration, and pre-election campaigning.
Shirin Orazbayeva conducted a practicum on negotiation strategies and conflict resolution, while Altyn Bakytzhanova emphasized negotiation tactics and a comprehensive approach to communications during the electoral process.
As part of the seminar, participants took a test to assess their knowledge of the legal and practical foundations of organizing the electoral process.
