Kazakhstan Delegation Took Part in International Observation of
Parliamentary Elections in the Kyrgyz Republic
The Kazakh delegation, led by Nurlan Abdirov, Chairman of the Central Election Commission of the Republic of Kazakhstan (CEC RK), took part - at the invitation of the Central Commission for Elections and Referenda of the Kyrgyz Republic - in the international observation of the early elections of deputies to the Jogorku Kenesh (Parliament) of the Kyrgyz Republic.
As part of the observation mission, Nurlan Abdirov held a bilateral meeting with Tynchtyk Shainazarov, the Chairman of the Central Commission for Elections and Referenda of the Kyrgyz Republic.
During the meeting, the parties discussed pressing issues related to the further development of bilateral cooperation, the organization of electoral processes, and the safeguarding of citizens’ electoral rights, as well as exchanged views on cooperation in countering the spread of disinformation and on other matters.
The Chairman of the CEC RK presented the main priorities outlined in the Address of the President of Kazakhstan, Kassym-Jomart Tokayev, entitled “Kazakhstan in the Era of Artificial Intelligence: Key Challenges and Their Solutions through Digital Transformation.” In his remarks, he highlighted the initiative to reform the Parliament and the practice of adopting significant state decisions through nationwide referenda. He also noted the large-scale transformation of the country’s electoral system as part of the constitutional reform, including measures to enhance the transparency and accessibility of the electoral process, as well as steps to ensure the electoral rights of persons with disabilities.
On 29 November 2025, the Kazakh delegation attended a briefing for international observers, during which detailed information was provided on the conduct of the early elections of deputies to the Jogorku Kenesh.
On election day (30 November 2025), as part of the international observation mission, the delegation visited polling stations in Bishkek and in the regions, familiarized itself with the electoral campaign, and observed the voting process, the work of election commissions, and voter engagement. After polling stations closed, members of the delegation observed the vote count.
On the same day, the delegation visited the Public Monitoring Center in Bishkek and was briefed on its activities.
On 1 December, the delegation took part in briefings held by observer missions of international organizations on the preliminary results of the elections in the Kyrgyz Republic.
Speaking at a briefing of the heads of central election bodies, the Chairman of the CEC RK noted:
"On election day, we visited a number of polling stations. I would like to note that voter turnout at the polling stations was high. Older voters, and, of course, young people were particularly active.
The parliamentary elections were conducted at a high organizational level. Every citizen of the republic had the opportunity to vote - both remotely and at polling stations. Gender considerations were taken into account, modern technologies were used, and polling stations were equipped to ensure accessibility for persons with disabilities."
It should be noted that the Kazakh delegation comprised 22 observers, including deputies of the Senate and Mazhilis of the Parliament of Kazakhstan, representatives of the Embassy of Kazakhstan, as well as the leadership of the CEC RK (Chairman, Deputy Chairman, Secretary, and a CEC member), CEC staff, and representatives of regional and district territorial election commissions. The delegation participated in international election observation as follows:
- At the invitation of the Central Commission for Elections and Referenda of the Kyrgyz Republic (2 observers);
- Within the CIS observer mission (11);
- Within the observer mission of the Organization of Turkic States (OTS) (1);
- Within the observer mission of the Shanghai Cooperation Organization (SCO) (1);
- Within the observer mission of the Interparliamentary Assembly of the CIS (2);
- Within the observer mission of the Parliamentary Assembly of Turkic States (TURKPA) (2);
- Within the observer mission of the Parliamentary Assembly of the Collective Security Treaty Organization (PA CSTO) (2);
- Within the observer mission of the Parliamentary Assembly of the OSCE (1).
It is important to highlight that, on the eve of election day, a working meeting of the Advisory Platform of Central Election Authorities of the Member States of the Organization of Turkic States was held.

By decree of the President of the Kyrgyz Republic dated 30 September 2025, the early elections of deputies to the Jogorku Kenesh were scheduled for 30 November 2025.
The Jogorku Kenesh is the Parliament of the Kyrgyz Republic and the highest representative body, exercising legislative authority and oversight functions within its mandate.
The Jogorku Kenesh consists of 90 deputies, elected for a five-year term.
According to the Central Commission for Elections and Referenda of the Kyrgyz Republic, the number of registered voters is approximately 4.3 million.
To enable Kyrgyz citizens residing in Kazakhstan to participate in the vote, polling stations operated not only at the Embassy and the Consulate General of the Kyrgyz Republic, but also in Astana, Almaty, Shymkent, Karaganda, Atyrau, and Taraz.
