Strengthening Institutional Capacity of Election Commissions:
Training Cycle Completed
The Central Election Commission of the Republic of Kazakhstan, jointly with the Electoral Training Center of the Academy of Public Administration under the President of the Republic of Kazakhstan, has completed the final training session within the framework of the 2025 Comprehensive Plan for Preparing Participants in the Electoral Process.
During this period, five in-person and two online seminars were organized, ensuring full coverage of all city and district election commissions. Enhancing the professional capacity of election commissions remains a key priority, as these bodies ensure the stability of procedures and the accurate implementation of electoral legislation at the local level.
Opening the online seminar held on 9-10 December 2025, CEC Secretary Shavkhat Utemissov noted that improving the professional training of election commission members is becoming particularly important in the context of political transformations outlined in the Address of the Head of State. The country is expected to undertake a large-scale national campaign, including discussion of a transition to a unicameral parliament, with the holding of a relevant referendum in 2027. Against the backdrop of the President’s consistent policy of institutional reforms that respond to public demand, high-quality election administration becomes a fundamental condition for trust and legitimacy - requiring the utmost accuracy, accountability, and professionalism from all participants in the process.
The first day’s agenda included analysis of the legal framework, rules on informing and campaigning, procedures for engagement with the media, observers, and authorized representatives, as well as issues related to financing and planning the work of election commissions.
The theoretical component was supported by references to current regulatory acts and the review of practical situations. An important element of the program was hands-on work using several methods: case studies, rapid-fire quizzes, and video analysis. Participants were divided into small groups, solved practical tasks, developed action algorithms, and presented them for expert discussion. This comprehensive approach made it possible to replicate real-life scenarios faced by commissions and to rehearse participants’ actions within the framework of applicable legislation.
The second day of training focused on developing skills required for modern election administration. Participants explored basic and applied uses of artificial intelligence tools in analytics and organizational planning, and then completed soft-skills training in communication, negotiation, and conflict resolution. Case simulations based on real examples enabled participants to practice effective behavior models and strengthen readiness to work in highly dynamic and stressful situations.
Upon completion of the program, a feedback survey was conducted. The results are being carefully analyzed and will be used to further improve the content and methodology of the training.
Participants of the course received necessary clarifications, exchanged experience, and are ready to disseminate the knowledge gained through the cascade method - enhancing the quality of work of constituency and precinct commissions and strengthening overall professional preparedness for upcoming national electoral campaigns.
