The seminar was organized in accordance with the Training Plan for Participants of the National Referendum scheduled for March 15, 2026, approved by Resolution No. 6/15 of the Central Referendum Commission of the Republic of Kazakhstan dated February 12, 2026.

The seminar was opened by Azamat Aimanakumov, a member of the Central Referendum Commission, who emphasized that training referendum commission members is a key instrument for ensuring uniform application of the law, organizational resilience, and high standards of the electoral process.

During the training, heads of structural departments of the Office of the Central Referendum Commission of the Republic of Kazakhstan provided participants with detailed explanations of the key elements of all stages of the campaign, issues related to ensuring openness and transparency of the process, the conditions for campaigning ahead of the referendum, public observation, public opinion polling, as well as financial and legal aspects and other relevant areas. The seminar was held in an interactive format, with Q&A sessions organized for each thematic block.

Overall, as part of preparations for the national referendum, more than 71,000 members of territorial and precinct referendum commissions are to be trained. Further electoral training in the regions will be carried out by territorial commissions, coordinated by the Central Referendum Commission through a cascading model, with a clear delineation of stages, formats, and levels of responsibility.
