On the Conduct of Public Opinion Polls
As of February 20, 2026, the Central Referendum Commission has received notifications on the conduct of public opinion polls from six (6) legal entities, accompanied by copies of the relevant documents, in particular:
1. Public Association “Research Association ‘Institute of Democracy’” – survey method: face-to-face interviews;
2. Limited Liability Partnership “Research Institute ‘Public Opinion’” – survey method: telephone survey.
3. Limited Liability Partnership “DATAmetrics” – survey method: face-to-face interviews using CAPI technology;
4. Private Institution “Institute of Public Policy of the AMANAT Party” – survey method: mass survey methods will be applied, including face-to-face interviews, telephone surveys, online surveys, and exit polls conducted at polling stations;
5. Limited Liability Partnership “Institute of Eurasian Integration” – survey method: exit polls at polling stations on voting day during the referendum, as well as other types of sociological research (focus group discussions, expert surveys, and mass face-to-face surveys);
6. Non-profit Joint-Stock Company “Kazakhstan Institute for Public Development” – survey method: mass public survey conducted via telephone polling.
In accordance with the requirements of Article 7-1 of the Constitutional Law “On the Republican Referendum,” public opinion polls related to a republican referendum must be conducted during the period of its preparation and holding in compliance with the provisions established by the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan.”
Thus, pursuant to paragraph 9 of Article 28 of the Constitutional Law “On Elections in the Republic of Kazakhstan,” public opinion polls related to elections may be conducted by legal entities registered in accordance with the legislation of the Republic of Kazakhstan, having at least five years of experience in conducting public opinion polls, provided that they submit prior written notification to the Central Election Commission, accompanied by copies of the relevant documents.
The notification submitted to the Central Election Commission shall include information on the specialists participating in the conduct of the survey who have relevant professional experience, the regions where the public opinion polls will be conducted, and the methods of analysis to be applied.
When publishing the results of public opinion polls related to a referendum, mass media and online platforms are required to indicate the legal entity that conducted the poll, the persons who commissioned and paid for the survey, the time period during which the poll was conducted, the method of data collection, the exact wording of the question, the number of respondents, and the margin of error of the survey results.
The publication of the results of public opinion polls, forecasts of referendum results, and other studies related to the referendum in mass media and on online platforms is not permitted during the five days preceding voting day, as well as on voting day.
A violation of the conditions for conducting a public opinion poll related to a referendum constitutes grounds for bringing the person concerned to administrative liability (Article 120 of the Code of Administrative Offences).
